Capability, not just headcount

People intelligence covers workforce capacity and structure, training and competency records, and the accountability chain the post-Grenfell Competence and Conduct Standard expects to be able to name — who is responsible for what, and whether they're actually equipped to carry it. A staffing plan that looks fine on an org chart can still leave a critical compliance function covered by one person with no deputy.

Where it feeds Governance Intelligence

Every other domain assumes someone competent is watching it. Asset compliance assumes a qualified surveyor reviewed the survey; resident casework assumes a trained caseworker read the file. When Governance Intelligence asks whether a control is actually operating, not just documented, the answer usually traces back to a people intelligence question: was the right person, with the right training, actually in the loop.
