Dunlin Housing: Founding Architecture Blueprint

This isn't a description of a housing organisation with good intentions and modern technology. It's a description of an organisation built around a fundamentally different governance architecture — one in which artificial intelligence is a continuous operating system through which the organisation senses its environment, learns from it, and presents that learning to the people responsible for acting on it. The Blueprint sets out the founding principles that follow from that design, and the architecture built to hold them.
