Philosophy and Governance in the Age of AI — Book 1 of the Holding the Line series
Book 1 doesn't footnote itself. That's deliberate — the book is written for people running organisations, not people writing theses, and a footnote on every page is a way of asking the reader to stop trusting you. But the ideas in the book come from somewhere, and some readers want to know where.
This page restores that lineage. Where the book names a thinker or a concept outright, we point you to the source. Where it draws on a tradition without naming it — as it does with complexity economics, neo-Aristotelian ethics, and critical theory — we name the tradition and the people behind it, and explain how it surfaces in the argument. Consider it an annotated map of the thinking behind the book, not a set of citations the author forgot to include.
Each section below follows the book chapter by chapter: the concepts at work, the thinkers behind them, and reading recommendations at three levels — a way in for the merely curious, a step further for those who want more, and the original sources for anyone who wants to go all the way down.
Key Concepts Across the Book
A handful of ideas recur throughout rather than belonging to any one chapter. Worth having these as fixed points before the chapter-by-chapter material below.
Eudaimonia (human flourishing). The central telos of governance in the book's framework. Drawn from Aristotle's Nicomachean Ethics, eudaimonia is usually translated as "happiness," which undersells it — it's closer to the full actualisation of human capacities within a well-ordered community. Not a feeling but a condition: a way of living that lets people exercise their characteristic excellences. Institutions don't flourish; only people do. Governance is the practice of keeping institutional purpose aligned with the conditions that let people flourish.
The Aristotelian tradition was substantially renewed in the late twentieth century by Alasdair MacIntyre, Martha Nussbaum, and Philippa Foot, who recovered virtue ethics as a serious alternative to deontological and consequentialist frameworks. Amartya Sen's Capabilities Approach translates the eudaimonia tradition into a framework for measuring human development that has had real policy influence.
Telos (purpose). Every entity, in Aristotle's framework, has a telos — the end that defines what it's for and what its excellence would look like. For human beings, that's eudaimonia. For institutions, telos is constructed rather than discovered: a housing association's purpose is chosen, and has to be actively maintained. The book's central governance claim follows from this — keeping institutional telos aligned with human flourishing, and algorithmic optimisation aligned with institutional telos, is the irreducibly human work of boards.
Phronesis (practical wisdom). Aristotle's term for the capacity to deliberate well about what makes for a good life, and to act on it. Distinct from theoretical knowledge (episteme) and technical skill (techne) — it can't be reduced to rule-following, because it requires perceiving what matters in a particular situation and responding accordingly. The book argues governance requires phronesis, and that this is exactly what optimisation can't provide: phronesis operates in the face of incommensurable values and genuine uncertainty, conditions no algorithm can compute its way through.
Hexis (dispositional character). The stable dispositions — habits of feeling, perception, and action — that make up character. Virtues are hexeis: not innate, but cultivated through repeated practice until they become second nature. The book's claim that governance is a moral craft learned through practice, not a compliance architecture assembled from parts, rests on this. A board's collective character is formed the same way, through repeated deliberative practice.
Incommensurability of values. The claim that some values can't be placed on a single scale without distorting them — there's no common measure by which, say, efficiency and dignity can be traded against each other without a prior moral choice about which matters more. The book uses incommensurability to explain why optimisation can't replace governance: the moment you assign weights to competing values, you've already made a governance decision. Isaiah Berlin introduced value pluralism into political philosophy; the most sustained treatment of incommensurability itself comes from Joseph Raz and Ruth Chang.
Bounded rationality. Herbert Simon's foundational insight: human decision-makers don't and can't optimise across all available information — they satisfice, choosing options that are good enough given real constraints on time, attention, and cognitive capacity. Simon's work kicked off the behavioural turn in economics and organisation theory. The book uses bounded rationality to argue that governance must compensate for predictable human cognitive limits, and that AI doesn't eliminate the need to satisfice — it just changes the conditions under which we do it.
Complexity economics. The book's picture of the world governance operates in draws heavily on complexity economics — economic and social systems understood as adaptive, non-linear, and emergent rather than mechanistic and equilibrium-seeking. The Santa Fe Institute, particularly W. Brian Arthur and J. Doyne Farmer, is the intellectual home of this tradition. Its key claims: small causes can have disproportionate effects; systems are deeply interdependent; behaviour emerges from interactions rather than from the properties of individual components. The book uses these to argue that the traditional governance model — periodic review, centralised approval — is structurally unfit for the world organisations actually operate in.
Murmuration as governance logic. The book opens with starling murmuration as an image of coherence without control — complex, adaptive, purposeful collective behaviour arising from entirely local interactions, with no leader and no plan. This isn't offered as metaphor: the Adaptive Governance Architecture developed across the series is presented as the constitutional instantiation of the murmuration principle. The science behind the image comes from Craig Reynolds' Boids simulation and the empirical work of Andrea Cavagna and colleagues on real starling flocks.
Chapter by Chapter
Introduction: Why Governance Needs a Philosophy
The introduction makes the book's founding claim: philosophy isn't an optional supplement to governance, it's the foundation. Two named sources anchor it.
John Lewis Gaddis's definition of strategy — aligning potentially unlimited aspirations with necessarily limited capabilities — frames governance as an act of proportion. Gaddis develops this in On Grand Strategy (2018), drawing on historical cases from Pericles to Roosevelt; the application to governance is the book's own move. The point isn't to eliminate the tension between ambition and constraint but to learn to hold it productively.
Herbert Simon enters soon after. His concept of bounded rationality — from Administrative Behavior (1947) and later work on satisficing — grounds the book's rejection of the optimisation fantasy: governance has to be designed for imperfect people working with imperfect information, not calibrated for ideal agents. Simon's thinking is also the ancestor of the book's later treatment of AI, where the distinction between satisficing and optimising does real work.
More broadly, the introduction sits within political philosophy's account of legitimacy and governance as a moral practice — Edmund Burke on governance as the management of inherited obligations, John Rawls's theory of justice as the framework governance decisions get assessed against, and, less obviously, Jürgen Habermas's account of communicative rationality as the basis for legitimate governance.
Where to start: Gaddis's On Grand Strategy (Penguin Press, 2018) for the strategy-as-proportion argument directly cited in the book; Daniel Kahneman's Thinking, Fast and Slow (2011) for the most accessible route into bounded rationality and cognitive bias.
One level deeper: Michael Sandel's Justice: What's the Right Thing to Do? (2009) is an excellent map of the competing ethical frameworks the book navigates.
Going further: Simon's own Administrative Behavior (1947) and A Behavioral Model of Rational Choice (1955) are the origin of satisficing; Aristotle's Nicomachean Ethics (trans. Ross/Brown, Oxford) is the source of eudaimonia, phronesis, hexis and telos; Rawls's A Theory of Justice (1971) and Habermas's The Theory of Communicative Action, Vol. 1 (1984) are the fuller treatments behind the legitimacy argument.
Chapter 1: On Philosophy
This chapter sets out the Aristotelian framework that structures the whole book: human flourishing (discovered), institutional purpose (constructed), AI optimisation (neither). It's the book's central analytical move, and it's explicitly Aristotelian — though a specific Aristotle, drawn from the Nicomachean Ethics rather than the Politics or the natural philosophy, used as a source of vocabulary rather than an authority.
The neo-Aristotelian revival behind it includes Alasdair MacIntyre's After Virtue (1981), which argues that modern moral philosophy lost the coherent framework Aristotelian virtue ethics once provided, leaving contemporary moral discourse fragmented. Martha Nussbaum's The Fragility of Goodness (1986) and Creating Capabilities (2011) extend the tradition into political justice and human development in ways that map closely onto the book's concerns.
The chapter also invokes value pluralism through incommensurability — the claim that values like safety, dignity and financial sustainability can't be reduced to a single measure. This draws on Isaiah Berlin's Two Concepts of Liberty (1958) and on the more technical work of Joseph Raz and Ruth Chang. And the "ensemble problem" — how a group exercises collective judgement — connects to deliberative democracy theory (Habermas, Seyla Benhabib, James Bohman) and to the social choice tradition that begins with Kenneth Arrow's impossibility theorem.
Where to start: MacIntyre's After Virtue (1981) for the neo-Aristotelian recovery directly relevant to the book's framework; Nussbaum's Creating Capabilities (2011) for an accessible, policy-relevant version of applied Aristotelianism.

Chapter 2: On Being Governed
This chapter shifts to the experience of governance from below — the tenant, the employee, the community member — arguing that legitimacy, trust and accountability aren't formal properties of governance structures but conditions felt in everyday encounters with institutional authority.
The Frankfurt School — Adorno, Horkheimer, Marcuse — supplies the insight that ostensibly neutral systems train people into habits of compliance and diminished expectation, and that power rarely announces itself as domination; it settles into process, routine, and technical necessity. The relevant texts are Horkheimer and Adorno's Dialectic of Enlightenment (1944) and Marcuse's One-Dimensional Man (1964). The book's own extension — that algorithmic governance systems risk training residents out of participation — builds directly on this.
Marshall McLuhan is named explicitly for the claim that the medium shapes the message before a word is spoken. His argument in Understanding Media (1964) — that the form of communication structures perception and relationship, independent of content — gets applied here to governance interfaces: a tenant portal that forces people into pre-set categories communicates something about how the organisation sees them, regardless of what's actually in it.
Underneath, without being named, sits Max Weber's typology of authority (traditional, charismatic, rational-legal) — the background for the chapter's distinction between formal legal legitimacy and the substantive, felt legitimacy it's actually interested in. David Beetham's The Legitimation of Power (1991) is the clearest single refinement of Weber for readers who want to go further, and the Housing Ombudsman's Code gets a mention as a real-world procedural attempt at institutionalising accountability.
Where to start: David Beetham's The Legitimation of Power (1991), the clearest contemporary account of legitimacy as a political concept; Shoshana Zuboff's The Age of Surveillance Capitalism (2019) for the most sustained contemporary treatment of algorithmic systems and power.
One level deeper: James C. Scott's Seeing Like a State (1998) — the high-modernist planning critique, which resonates strongly with the book's account of systems that fail the people they govern.
Going further: Horkheimer and Adorno's Dialectic of Enlightenment (1944); McLuhan's Understanding Media (1964); Weber's Economy and Society (1922); Marcuse's One-Dimensional Man (1964); Habermas's Legitimation Crisis (1975); Foucault's Discipline and Punish (1977), an instructive counterpoint to the book's own framework.
Chapter 3: On Optimisation
The book's most technically grounded chapter, engaging directly with decision science, behavioural economics and the philosophy of value. Herbert Simon returns, now centrally: AI removes many of the computational constraints Simon originally described, but it can't remove the prior moral constraint that makes governance irreducibly human — the incommensurability of the values at stake.
The chapter's treatment of "noise" — the variability of human judgement across time, framing and context — connects to Daniel Kahneman and Amos Tversky's work on cognitive bias, and more directly to Kahneman, Sibony and Sunstein's Noise (2021), which distinguishes random from systematic variability in judgement. Pareto improvement (a change that helps someone without hurting anyone) comes from welfare economics; the efficient frontier is borrowed from portfolio theory and generalised into a claim about governance needing to understand its feasible decision space before choosing within it.
Complexity economics reappears here in its most explicit form, via W. Brian Arthur's work on increasing returns and path dependence and J. Doyne Farmer's work on complexity economics more broadly — both associated with the Santa Fe Institute. The book's Shadow Board thought experiment is its own original contribution, though it draws on multi-agent systems research and the emerging field of AI-assisted deliberation, and touches on Stuart Russell's work on cooperative AI and the difficulty of specifying human values in a loss function.
Where to start: Kahneman, Sibony and Sunstein's Noise (2021), the most accessible treatment of decision variability and directly relevant to this chapter; Stuart Russell's Human Compatible (2019) on the alignment problem and why specifying human values is harder than it looks.
One level deeper: W. Brian Arthur's Complexity and the Economy (2015), the most accessible treatment of complexity economics from its leading figure.
Going further: Simon's Rational Choice and the Structure of the Environment (1956), short and foundational for satisficing; Kahneman and Tversky's Prospect Theory (1979); Arthur's Increasing Returns and Path Dependence in the Economy (1994); Farmer and Foley's short manifesto The Economy Needs Agent-Based Modelling (2009); Doshi-Velez and Kim on interpretable machine learning (2017).
Chapter 4: On Reality
The book's most politically realist chapter. It resists what it calls the "immaculate origins" hope — the idea that good governance can be designed from a clean slate — and insists governance always begins in the middle of existing force fields.
Three strands run through it unnamed. First, complexity economics returns as a description of the world's actual dynamics, drawing on Stuart Kauffman's work on fitness landscapes, Per Bak's self-organised criticality, and W. Brian Arthur again on path dependence. Second, political economy: the analysis of capital's tendency toward concentration, platforms' tendency toward capture, and regulation's tendency to follow rather than lead innovation, echoing Karl Polanyi's The Great Transformation (1944), Mancur Olson on collective action and institutional capture, and more recent work on platform power from Lina Khan and Tim Wu. Third, the philosophy of uncertainty — Nassim Nicholas Taleb's distinction between risk and genuine uncertainty, itself drawn from Frank Knight's original Risk, Uncertainty and Profit (1921); the book's insistence on treating doubt as a feature rather than a bug is an application of Knightian uncertainty to organisational design.
The data governance material draws on the sociology of quantification — Theodore Porter's Trust in Numbers (1995) and the work of Wendy Espeland and Mitchell Stevens on commensuration — as background for the book's scepticism about measurement as a substitute for judgment.
Where to start: Nassim Nicholas Taleb's The Black Swan (2007), the most readable treatment of fat-tailed distributions and Knightian uncertainty; James C. Scott's Seeing Like a State (1998) again, resonant throughout this chapter.

Chapter 5: On the Vision
The book's most affirmative chapter, moving from analysis to what it calls a "living tradition of governance." The Adaptive Governance Architecture, introduced here, is the book's own synthesis — a constitutionalising of the murmuration principle from Chapter 4, now applied prospectively.
Elinor Ostrom's work on governing the commons — for which she won the Nobel Prize in Economics in 2009 — is the most important reference point: Ostrom showed empirically that communities can sustainably govern shared resources through polycentric, adaptive institutions, without needing either privatisation or central control. The chapter's treatment of ideology draws on the distinction between ideology as false consciousness (the Marxian tradition) and ideology as the constitutive framework of political action (the tradition associated with Michael Freeden) — the book isn't interested in debunking ideologies, only in recognising that any governance framework embeds values, and that choosing a framework is itself a political act.
Where to start: Elinor Ostrom's Governing the Commons (1990) — essential, and the empirical foundation for everything this chapter builds on; Donella Meadows's Thinking in Systems: A Primer (2008), the most accessible introduction to systems thinking and leverage points.

Conclusion and Coda: A Living Tradition / Philosophy Becomes Code
The conclusion argues that governance is a living tradition — not a fixed rulebook but a practice transmitted through example, sustained by character, and capable of adapting without losing its identity. This frames the whole series: Books 2 through 4 aren't departures from the philosophy but its extension into architecture and practice.
The Coda is the book's most unusual section: a worked example of translating the philosophical framework into an AI prompt. It's both demonstration and argument — that philosophy can be operationalised without being reduced to technique, and that the reasoning chain itself, not just the output, is part of the governance infrastructure. This connects to Stuart Russell's work on cooperative AI, to the explainable-AI literature, and to Habermas's account of communicative rationality — legitimate governance requiring not just good outcomes but transparent, contestable reasoning.
Where to start: Stuart Russell's Human Compatible (2019), still the most important accessible text on AI alignment.

Cross-Cutting Themes
Some threads run across the whole book rather than sitting in any one chapter — useful if you want to read around a theme rather than a chapter.
The limits of optimisation. Is the boundary the book draws around optimisation contingent (solvable with better AI) or categorical (built into the nature of governance itself)? Follow this through Simon (1956), Chang (1997), Russell (2019), Kahneman, Sibony and Sunstein (2021), and Porter (1995).
Collective wisdom and deliberation. How can a group of imperfect individuals exercise judgement no individual could manage alone? Arrow's impossibility theorem is the sharpest challenge to the book's account here. Follow through Aristotle, Habermas (1996), Arrow (1951), Cass Sunstein's Infotopia (2006), and Hong and Page's Groups of Diverse Problem Solvers Can Outperform Groups of High-Ability Problem Solvers (2004).
AI, power and legitimacy. Can AI governance systems be designed to sustain legitimacy rather than undermine it? Follow through Beetham (1991), Zuboff (2019), Pasquale (2015), McLuhan (1964), and Foucault (1977).

About the Holding the Line Series
Holding the Line is a four-book series arguing that artificial intelligence doesn't change what governance is for — it fundamentally changes how governance must be practised. Books 1 through 3 build the philosophical, architectural and practical frameworks for AI-native governance; Book 4 applies them in the construction of a fictional registered provider from the ground up.
Book 1: Philosophy and Governance in the Age of AI establishes why governance cannot be reduced to optimisation, and why that boundary cannot be moved.
Book 2: The Architecture of AI-Native Governance develops the Adaptive Governance Architecture and the constitutional principles that govern AI-native organisations.
Book 3: The Practice of Governance at Machine Speed asks what it feels like to govern under conditions of algorithmic acceleration, and what rhythms sustain moral clarity.
Book 4: Building Dunlin Housing applies the complete framework to the design and operation of a fictional social housing provider.
