Asset intelligence
What the housing organisation owns and maintains, and how well it actually understands it — the base layer everything else in the model is built on top of.
Stock, condition, and compliance
Asset intelligence covers the physical stock — its age, construction type, condition, and the compliance obligations attached to it: gas and electrical safety, fire risk assessments, damp and mould cases tracked against Awaab's Law timescales, and the Decent Homes Standard. Most housing organisations already collect this data. The harder question is how current, complete, and cross-referenced it is — a stock condition survey that's four years old is a governance blind spot wearing an asset-management label.
Where it feeds Governance Intelligence
Governance Intelligence can only be as accountable as the asset data feeding it. A board assurance statement that leans on stale compliance figures isn't a governance failure in isolation — it's an asset intelligence gap surfacing one level up. Treating the two as connected, rather than asset data as a private departmental concern, is what lets a regulatory judgement be answered with evidence instead of reassurance.
